I so totally agree with you. I would just die if my pup was lost. Please try to find the owner....Put yourself in that persons place....I'm sure you would be heartbroken aswell. Try everything everyone here has said. She probobly has a microchip.....If you can't then find the owner I guess you are entitled to give her a new home. But don't stop trying...Please...
