As a person who has lots of family members working in the Post Office, if your dog is running unleashed and outdoors, the mail carrier has the right to pepper spray them. Yes, it's ridiculous when the dog is like 3 lbs, but I don't think there is anything you can do because your dog was outside without a leash. (It's not as if the postman knows if the dog's been vaccinated or not.) It's also a lot of trouble if the dog bites them because they're supposed to report it, no matter how unserious the bite is. Also, I know if a dog won't run when it's been sprayed once, they will spray them again until the dog takes off.

In any case, I'm sorry your baby was pepper sprayed. That stuff is a lot stronger than any regular pepper spray you can buy. I would just be a lot more careful about not letting him escape especially while the mail carrier is out.
