Hey Devil's Advocate here. My sister is a former "mailwoman". She has sprayed a bunch of dogs who have chased and attacked her -- big and small. It got so bad that finally she asked to be in the office instead of out delivering mail and they let her do so. She had to go to the hospital to get a rabies injection because of a "little" Shih Tzu who was a carrier of the disease. I don't know if you all have ever seen a rabies shot they give to people, but the needle is about 5 inches long.
Anyway, while it's unfortunate that your baby got sprayed, I don't think it's necessarily the mail person is a bad person for spraying him. They shouldn't have to deal with dogs running after them - it's not in their job description and they just don't get paid enough to deal with all that bullcrap.
