Could it be that he is technically marking outside? Someone recommended a mix of vinegar and water (equal parts) to clean an area that they have marked. I was using OUT to clean up his stains but that didn't seem to work that well so I figure what the hell let me try the V/W solution. That seems to help. He really isn't peeing inside anymore (keeping my fingers crossed here) and hasn't tried to go in those areas that I recently cleaned.
