Most of the stairs available are not near as expensive as a injured baby,say nothing of the anguish you'll feel if your little one hurt themselves,either get something to help them up and down or DO NOT let them up there.
Lots of people don't realise 24'' is a very long drop for a tiny puppy,
As they get older their able to make those jumps but not as babys under 12 mos.
