Paint is included in the Accessories file under your Start menu, and is perfectly capable of re-sizing all photos. Click "Start", "All Programs", "Accessories" and then "Paint".

Choose "File", "Open", and then browse for the picture you want to resize. Once you get the picture, click on "Image" on your top tool bar, then click on "Stretch/Skew". On the "stretch" portion, if you want to reduce your photo by half, put in 50% horizontal and 50% vertical, and then click OK.
