I don't know if it will work with your baby, but what worked for Rowdy was to put on his harness and then when he was naughty, I would grab him quickly by the back of the harness (not harshly, just quickly so that it startled him) shake him by the harness (not hard, but enough to really startle him) and say "NO!" in a very loud voice. It only took 3 tiimes for Rowdy to decide not to do what he was doing to elicit that scenario.
