I've done this a long time ago. In an apartment. I snuck my poodle in. We didn't live there long before we moved out though-felt too risky.
I would imagine it wouldn't be good if the person caught the dog. If it were me, I think I would start looking for something that alowed dogs. I couldn't live without a pet, and I would want to be relaxed and comfortable about the situation-not have to hide.
This is a personal preference though. Everyone will have different answers.
