I don't know about Il. Here in N.E.Pa. last winter we has very little snow, what we had didn't need shoveling or snow blower, it melted the next day. Summer was also dry, they had drought warnings up and no open fires. Campgrounds had a no burn warning up. August we had quite a bit of rain so the drought was lifted. My area by this time we usually have had one good snow fall.
