On the contrary, Pat asked me to meet at a local pet store which kind of felt weird. I am going to meet Pat today and see how it goes!

The pups from both are almost in same range 1800 vs 2200. So still deciding.
This speaks volume of her not wanting you to see the living conditions of how her puppies are living. Red flag to me. I would want to see the living conditions of the pup I may buy. For all you know, it could be a puppy mill or a broker who buys litters of puppies.

The other one (Mary) I checked out her web-site, she does breed Shih Tzus, her yorkies are mixed colors, a reputable breeder, breeds for standard color, not chocolates or mixed colors. How would you know if her Biewer Terriers were pure Biewers and not mixed yorkie with Biewer. To many red flags with both of these ppl. It's your dime and your decision. If it were me looking for a Biewer I would stay away from both these so called breeders. Just my opinion. Good luck.
