I had the same problem with Aggie. Our backyard is enclosed and small (or so I thought). Whenever we set her out there, she'd sniff around, eat grass, eat barks, etc. As soon as she came in, she'd pee on the carpet.

I decided to purchase an exercise pen and circle it in front of our backyard door. Basically, when she goes out, she only has 3 ft by 3 ft of space, which, is plenty! She'd sniff around, find her spot and pee!

That's for the outside.

As for the inside, we have our laundry room for her. Again, it's not a BIG, OVERWHELMING space for her that she'd forget to do her business. I place a pee pad in the corner. She'd walk around, sniff, sniff, and pee. Sometimes she'd miss. Sometimes, she'd hit the pad. Whenever she hit the pad, I praise her like crazy. But, when she didn't, I don't make a fuss OR any noise. I simply clean it up. Soon enough, she learned to pee on that pad.

Try that for a couple of weeks and see if he'd make any improvements. Good luck!
