My late puppy's trachea began collapsing at 15 years of age although she had coughing issues off and on her whole life. On xray it showed enlarged heart and liver which the vet said he thought was putting pressure on her trachea and likely ultimately led to the collapsing.

Maybe you should get an xray of heart and liver to look for signs of enlargement. If that is what's happening and you catch it early enough, your pup can be put on ACE inhibitor and Lasix to help reduce swelling and stress on the heart... slow the process down.
