Hair always grows back. It could take 2 years to get a nice full top knot. When I adopted Cody he had short hair. I could never keep a top knot on any of my girls, now that I had just one dog I wanted him to have one. His body hair grows fast, I thought his hair on his head would to, but found for the length I wanted it took 2 years.
Yorkies look cute with or with top knots, give it a shot, hair always grows back.
