Laminate vs carpet is a wise choice, when you do get around to doing it I suggest painting the entire floor with a couple of coats of Polyurethane. The sub-flooring is like a dry sponge, it soaked up that urine, Polyurethane will seal the flooring and eliminate all odors. But if Ollie continues to pee / mark, you'll be faced with the same issue, and Joey peeing on top of Ollies, that's a double whammie.

Having your dad and uncle install the flooring will save you a bunch of money, I also know that life has a way of throwing a monkey wrench into plans.
For the time being, try using Carpet Fresh pet Odor Eliminator, I have attached a picture of it. Buy 4 or 5 cans, spay carpet until almost saturated, put a couple of fans in the room and close the door to help it dry fast, you don't want the pups walking on it while its wet, but it is safe to use around pets. You may have to do this a couple of times to mask the odor, hopefully this will help until you can remove the carpet.
Every time I vacuum I lightly spray my carpeting, it's a foam that dissipates quickly.
