Default Pee issues

So ever since Callie was sick Ollie started peeing in the house and when Joey would smell his pee then he would go on the same spot. Ollie knows he shouldn’t do it because when he sees that I see it he put his head down. If I catch him I tell him a very firm no and he will come beg for forgiveness and want to be picked up but I don’t want him to feel praised so I try to ignore him for several minutes. I tell him how good he is when he goes outside too like fully potty party but it’s not changing. He NEVER poos in the house. Keeping him in a pen isn’t a option because he can climbed out and that would keep him from his siblings which does not seem fair and I don’t want him to hurt himself. A belly band isn’t an option because they have a doggy door and he does go out to pee on his own a few times a day they also don’t fix the problem. I just don’t know what to do. I tried putting a pee pad where he kept going but it didn’t work. I take him potty after naps and first thing before bed and in the morning. How often do I need to take an adult dog out to pee? My office carpet also smells sooooooo bad. I have tried many types of cleaners in the shampooer and NOTHING works it just makes it smell stronger and more like pee. I can’t use anything with huge smells due to my grandmothers breathing issues and my own asthma. Any suggestions on what I can do with the carpet?
