As Lovetodream has stated, that puppy was let go way to soon, staying with mom and litter mates until 12 weeks old is so important, they snuggle with the momma and litter mates, gain confidence and makes transitioning to new humans easier. The deed is done, now you have to take on the role of the momma and snuggling comes with that job. You can try buying big plush dog safe teddy bears they sell them at PetSupplies, PetSmart, PetCo, something he can snuggle with and give him comfort. Did you take your baby to your vet for a wellness check when you got him. Did your vet tell you no interaction with strangers, no outdoors until he has had all his shots which is usually at 5 / 5 1/2 moths old. You do not have to socialize a puppy when they are 9 weeks old, you are putting your puppy at risk of catching Parvo which can be fatal with puppies.
