They don't fit around the neck .. they are just below it; and, I find when I walk them the "pull" is mostly around the chest area.. I have never had any of my pups have a problem with them...and they are not flimsy. Not sure how she ripped it...but stuff can always happen.
If you order from Chewy they have them...and you could try one because they are great about returns if you are not happy with how it fits. I just got the Puppia Vivien from Chewy.. so pretty and right up Callie's alley colorwise!
