Scooting the butt normally means that their anal glands are full and need to be released. It would be odd for a senior dog to need dewormer and the ones that are at pet stores are not generally safe. Coughing at 12 would worry me that something is going on like congested heart failure or if he isn’t on heart worm meds I would be concerned about heart worms which can cause coughing. I know you don’t want to hear this but he needs to be checked out by a vet.
