Fabian is exactly the same. The only time he's been off-leash is either inside our own home or in a double-fenced off local dog park. (At a solid 10 pounds, he's not as high-risk as the tinier dogs for slipping under the fence.) While he's generally well-trained, he tugs at the leash when he sees squirrels, chipmunks and the like.
