Duchess is the same way, she only goes off leash in the safe confines of a gated dog park. Duchess has a high prey drive and go after everything that moves and has fur on it although she did try to attack one of those orange cones thingy.
Never let your yorkie off leash, either others will see her as prey, (once saw a fox chasing a yorkie, but didn't catch it and the owner was able to grab the yorkie) or your yorkie will see those cute little woodland creatures as prey and try to hunt them.
Even if they are well trained, I just wouldn't risk it.
