Scratching/itching to the point of hair loss is not normal at all, most especially bc yorkies don't even shed. You should get them to a vet asap bc if both of them started at the same time, then it's likely something contagious. It could be due to severe allergies (which also need to be treated by a vet) - but it would be very odd for both of them to suddenly have allergies at the same time.
