Google images has a batch of similar pictures you could visit the corresponding pages on and see what, if anything, it means. I searched something like 'pigmentation in whites dogs eyes' and got a bunch. Tibbe gets pigmentation spots on and around his eyes, on his tummy and even has one on the top of his noggin as he ages but can't see anything like this in his actual sclera. Hope it's nothing.
