I know you don’t want to make them pay but in order to get the point across that this is serious you really should. Putting in a formal complaint also is very good so if the dog attacks again it’s on record that this dog is aggressive. You also should look at leash laws because policeman or not he is required to follow laws. Make sure the vet has poor Barney on pain meds and antibiotics. I hope it’s not broken.
