Thank you for the additional information.
So, you have some artificial turf and you have tried newspapers. Do you also have/have you also tried doggy pee pads?
I'll assume your little one is like my late senior, Katy did the circle and spin (and circle and spin) routine before she would finally squat and get busy. So, whatever you are using, make sure there is enough space.
I have a an artificial turf doggy potty on our covered patio but use potty pads inside. As to the latter, I most recently used the
x-large Amazon Basics pads (28 inches X 36 inches). I put them over washable pads
like these.
I'm sure this is frustrating to you and, as you suspect, it may be confusing for your pup. If you able to consistently work at this, the frustration/confusion will pass soon enough.

Do you awaken early enough in the morning so there is enough time for you to work with your little girl before you leave for work? (So, enough time after she eats/drinks so she will need to use the bathroom.)
