Probably won’t help the barking, but pen, such as an Iris Xpen, might give your pup a place to do their business without being so bothered by the neighbors dog.
I have a yellow thingie called an AOKEMAN SENSOR that sure shuts up the neighbors big dog when he goes after my Yorkie.
