Yes...but this is something they are doing away with, probably at the end of the year as I was told. You can get complete details on their site...
www.ckcusa.com. Here is what I know off the top of my head:
* If your dog comes from 2 parents registered with another kennel club that they recognize (there is a list of these) you can download a form and you have to send a copy of the other registration papers with it.
* If only one or no parents are registered, the dog has to be at least 6 months old, you have to send pics from different angles and 3 (I think) witnesses + 1 vet opinion that the dog is pure bred. Also, I know in most cases I've heard of, they come back and ask for a DNA tests too.
I talked w/ them day before yesterday and they said this form of "open registration" will end soon, either summer 06 or beginning of 07 depending on numbers. Once all their new "rules" have been put into place, you can request an updated "code of ethics."
