That’s valid . I’ve lived without a washer/dryer set before with having a yorkie in an apartment . Outdoor training with a crate then was the better option for me given resources , me wanting to save the floors and not have a dog smelling house. It was a pain having to do several flights and sometimes cold, wet , rainy/snowy but my stress level was much lower.
Do you have a balcony ? If so you could either do a sod box and train that way.
Litter box training is also an option but I’d it where me I’d always include the crate training method then take puppy to the litter box or sod on the balcony .
Sometimes you’ve got to get creative with your training to do what works best for your home.
