A lot of folks in washable potty pads to help with the cost of the puppy pads.
Washable and reusable dog and puppy pee pads, belly bands, and diapers by T. Bumpkins & Co. Here's a YT member who makes them but you can also find some on amazon.
I would worry that by you cutting them they may "miss" the spot and you'll be cleaning floors anyway.
