from obedience class i've learned that you shouldn't keep repeating commands. dogs don't actually understand the word "pee pee". but if you place him on the pad and keep repeating "pee pee" about 50 times, he'll get the impression that you'd have to repeat "pee pee" about 50 times before you finish giving the command and he can go pee. ie, saying "pee pee" means nothing. saying "pee pee" 50 times means pee on the potty pad.
when i was teaching bunjee the "go potty" command, i'd place him on the potty pad and say "go potty" once. if he wanders off the pad, i'd place him back on the pad and say "go potty" again. and keep repeating placing him on the potty pad and saying "go potty" once. or if he says on the pad, i'll repeat the "go potty" command after a minute or so. when he's actually peeing, i'd repeat "go potty" while he's going and add "good potty" and other praises when he's done and ready for a wipe and his treat.
