Hi, Right now I am reading a book about positive training methods. It is very helpful in teaching the correct time to associate a word (like pee pee or sit or down) to the dog's actions. What you are doing right now by saying pee pee while he is standing on the pad looking at you, is to teach him to stand on the pad and look at you when you say pee pee. What you need to do is to have some treats handy for when he pees on the pad. As soon as he pees say pee pee and then give him a treat. Do this many many times before you actually tell him to go pee pee. When you do finally put him on the pad and say pee pee you want to be pretty sure that he knows what he is suppose to do. Otherwise you are reinforcing to him that pee pee means standing on the pad staring at you. I hope this was clear enough and helps out.
