I've used Oravet chews in the past, that I would get from the vets. It's got good reviews and when my little fur-brat actually decides to eat one, it does help her breath lots. it's supposedly also coats the teeth to help prevent plague from sticking to them. My only problem is my little girl is normally a picky girl, she'll eat it a few times at first then snub her nose at it. the last one I gave her was left alone for a couple of weeks and she only ate it when i stopped giving her her other treats :P (she's on a diet).
