How old is he? I figure if the 7 to 1 rule for age applies then a 3 month old puppy is not even 2 yet, so don't expect much till they are 4 months or older. If he is older than that and is not learning, then I would go back to the beginning and keep him confined to a smaller area with a pee pad until he gets the idea. But yelling and swatting and rubbing nose in it is not going to work. Shouting NO if you catch him in the act is OK. but that is the only time that he will get the message. Mine goes much better when I take her outside to go.
