The biggest issue with not having them on a leash when not in a fenced in yard is large dogs that are aggressive could come up and hurt smaller dogs. Another issue is even with the best trained dogs at the end of the day a dog is a dog and could get distracted by an animal and run off. My dads side of the family never contain their dogs and I have seen really bad things happen.
