Mine are stubborn little devils. What I do and I know it isn't the right solution but works for me is I put multiple pee pads, layering them until I have a whole area of pee pads. For the most part that works.
Bella is actually better than Thumper at using them. The issue I am having is even though they are down they sometimes will go somewhere else or not poop on them. Its a constant work in progress.
