She's getting the correct dosage for her weight. I would call the vet and report the lethargy and see what they say. If it's not debilitating, maybe your dog will be able to stay on the Atopica. Also, sometimes side effects disappear spontaneously.

After 30 days, I would report your dog's progress to the vet. If her symptoms have improved, the vet might consider reducing the dosage or going to an every-other-day or twice a week dosage. That might help with side effects.
