Two issues - First, it does make her cough a little. Her "adam's apple" is prominent and the collar seems to irritate it. Second, it rubs her hair off. She has pretty sensitive skin anyway and any rubbing seems to exacerbate that. Ideas are welcome as we would love to have ID on her at all times.
