I cannot recommend LebaIII. My opinion is based on the opinion of a canine dental specialist in my area who checked out the product and the alleged testing and research claimed by the company.
I would recommend instead, small toothbrush and the toothpaste sold for dogs. Don't ever use human toothpaste. The canine toothpaste is flavoured, has enzymes that will over time work to clean up tartar or prevent buildup if you are diligent in its use.
If your dog currently has very tartared teeth and/or gingivitis, there may perhaps be some abcessed teeth and should be Vet checked.
