Yeah, but it got amended so it will affect breeders as well...

Originally it _only_ affected puppy mills and petstores, but now it got amended and it'll affect breeders too... While small dog breeds only produce a few pups per litter. (2-3 usually and 5 at most), bigger breeds I believe can have a litter from 6-12 pups from what I've been told. So some dog breeds cant even be bred, and it's a bit more complicated.
