AKC registration papers are sent out on the honor system, basically, you can take the papers/registration number from a deceased dog to get registration slips for a litter, you can claim your dog had more puppies than they actually had and just give them out with an unregistered pup around the same age, etc. No one is coming out to visit new litters with dna test to prove the lineage of the pups, the only way to be sure would be to test the parents and the pup to make sure they are related.
