Hmmm...I would personally advise against putting potty pads over your rugs. It'd be better to limit access to those rugs or take them away, if possible. Otherwise you risk them thinking that "location" is a potty area. (I.e. she may learn to think it's still OK to pee there when you eventually take away the pad.)

You can always try only letting her roam freely after you know she's relieved herself. And then to keep her in the potty area when it's time for a potty. They're very smart and learn quickly to stick to a schedule. That would reduce the risk of accidents.
