Hi and welcome. It's very odd the previous owners said they never saw a seizure...? I'm not sure I really believe them, I guess? Who knows.
But, if the phenobarb helps - it's an easy fix for seizures. It may make him very tired at first - don't sweat that stage - that will get better. The important thing is to find a med that stops those seizures.
