That looks very much like an allergy. It must itch badly. Get her to the vet. They can giver her an injection of steroid to back it off but you need to find the cause. An allergy can develop at any age. If she has developed a flea allergy even one flea walking on her can cause horrible reactions. It doesn't have to be a big infestation.

Trim the hair off everywhere there is a trace of skin irritation. Give her a bath in something mild or all natural or wash just the effected area with wet gauze. You can put coconut oil on the area to help loosen any dead skin.

I hope it is just fleas. It's a lot of work but you can deal with them. A food allergy can be more difficult to detect.
