To me it doesn't look like something you should go to the emergency vet for and it doesn't look like an immediate pop up "rash". It could be mange, it could be a hot spot, it could be the a reaction to a bug bite but if the dog is not displaying any signs of trauma or distress, save your money and make an appointment for your regular vet. Let us know what he/she thinks.
