A LOT of little dogs I know do this. My friends 4lb Yorkie does it a lot. It can be annoying. I think they fear you may hurt them by accident when picking them up. I know Jackson HATES being picked up so I have to approach him in a certain way that is less threatening, I guess? Also you can try using treats to train. Do the movement like you're going to pick him up (but then don't -- just provide a treat). Get him used to the movement your body makes and then gradually begin actually picking him up.
