Yorkies are super high energetic pups , does your Chipin get along with your sisters yorkie? Maybe have your pup spend time with your sister yorkie and see how your pup gets along him the yorkie.
As far as potty training, I raised 4 yorkies from the age of 8 weeks old, they were 100 % pad trained with NO accidents at 5 months old, then I started training to potty outdoors, by 7 months old they were 100 % house broken with NO indoor accidents.
Schedules and consistency in potty training is a MUST in any breed.
