How old is he? What does he eat? Those two things don't really matter, but both could matter.
Yes, I agree that bad teeth really can make the smell seem to come out of their pores. Some foods can really make them smell bad, and liking paws is sometimes a sign of allergies (maybe food?)
Bad teeth can cause organ damage, so that bloodwork is going to be really important no matter his age, probably more so if he is a senior.
Have you considered applying for care credit? It is a credit card that has promotional 0% interest if paid in 12 months. Quick search will get you there.
Talk to the vet, and maybe just start with the bloodwork. Sorry for your loss as well.
