I can't tell from the video but is she biting at the air at all when doing this episode ? If yes then she needs to be checked out for a Chiari malformation. Other things it could be are Anal glands, her pony may be pulling a hair. It could be other things but those are the things that come to mind.If you look up Chiari you will probably scare the he!! out of yourself but Chiari comes in all diff forms & severities & a dog can live a long & happy life with proper treatment & not all require surgery.
