Thanks for responding. Yes, they are both neutered. Also, I did clean the area with a special but that didn't stop them from urinating in the same area. Major if the time when they owe we don't see it in order to praise them. The older one does use it but he marks the furniture where the younger Yorkie peed.

It's already become a habit bc they've been doing it for quite a while. The owners only priority now are the kids, so they won't put the effort needed.

I will just keep trying different suggestions that you all gave me and hope for the best.
