Powder her and your house with food grade Diatomaceous earth. You can buy this online or at Tractor Supply. It's the safest thing you can to control the flea for her at that weight. Also, bath her with Dawn to choke out the flea. If and when you do, you want to pick out the flea that hide close to her eyes and ears.
Do not vacuum out the Diatomaceous earth until a week. It doesn't do any harm. It will take time to dry out the flea and kill him.
