Default Fleas

Our little Pammy just over 4 months old. She didn't get groomed until about 2 weeks ago. When we went to pick her up, the groomer said she was coated in fleas and it caused her hair to mat all over. They needed to pretty much shave her hair really short and they got rid of all the fleas. So when we brought her home, we stopped and got this flea powder that's supposed to kill fleas and flea eggs and sprinkled it all over our apartment and let it sit over night and vacuumed it up the next morning.

Just a day or two later, she ended up with fleas again. Is there any way to prevent this right now? The groomer (and my vet) told me not to use any type of flea medication or flea collar at this point because she is so young and so little, barely over 2 lbs. Is there any alternative? Also, does the cleanliness of your home have anything to do with fleas? Because we make a conscious effort to keep our apartment very clean. (vacuum, dust, and wipe down our whole apartment daily or every other day)

I try to use a flea comb and pick them off, but that only does so much and they come back. She's noticeably itchy and uncomfortable at points throughout the day. I feel really bad. I'm at a loss right now. Help!
